Without seeing the whole chapter, it's hard to know the context of which he said about it being the strongest or whatever.
I think potentially it could meet Yama's in terms of power, but we're talking potentially. With time. And years. Hitsu is a smart chibi, but he lacks all those years Genryuusai has under his, well, obi. So that's wishful fan thinking imo...not even worthy of reply really.
Mind you, Hitsu/Halibel is about reeking of fanservice so far...so we'll see...
